Polaris Lance is better then NTTE in my opinion. Here's why.
Let's look at pve first. It's good for ad clear. You get dragonfly which is a great perk. You also have the ability quickly put your special round on a diffeent target and mess it up.
The zen moment and already great stability is good for landing crit after crit on a target at range. Sometimes with NTTE you can miss a bullet in the burst, Polaris only fires one round so its easier to land.
For PVP
There's a certain learning curve when it comes to 150s. You have got to learn how to get that 3 tap off and how to do it well. I would recommend you master a 150 in pve and land crit after crit and learn how it feels and get conformable with it.
If you can master that it will reward you greatly. A .8 ttk is really good. Polaris Lance is easily the best feeling 150 in the game, even over jade rabbit. If you get a good range this thing will eat a pulse rifle in two.
My issue with NTTE is it feels inconsistent at times. The full auto throws me off. I used NTTE and it has a great ttk of .67 but it just didn't feel right. I would still use base redrix over it. NTTE is great in pve, but it's a mid range wepaon. I wouldn't reccomend it for long range on controller.

That sucks. It was such a nice compliment to the weapon.

I find myself not firing ntte in full auto most of the time. If a weapon fires at a certain rpm than full auto seems to feel, off. Fast firing scouts have the same problem
-
True. Sometimes it still accidentally fires 2 burst if I don't use full auto. I wish a toggle option existed for weapons with full auto.

That would be a nice quality of life improvement

Imo jade rabbit feels just a bit better for me, they are both super underrated tho
-
I like jade. I just feel like there's to much aim assist with the latest update. For me Polaris is in that perfect sweetspot.

Yes! Someone else who gets how good PL is in Crucible!!!
Sorry, all out of salt.
Who is this you speak of thats mastered scout rifles in pvp? I've been killed by nobody on any consistent basis with any scout rifle. Let alone Polaris lance.

Oh I use switch off between both pvp wise on bigger maps. NTTE just does more imo. PvP wise with that catalyst once you proc Rewind Again it pretty much guarantees 2 burst kills even at longer ranges. Being able to stack Rewind Again and keep it throughout weapon switches and super uses is a huge advantage too. Not many maps where Polaris can take advantage of its range and in certain game modes like control you can’t just stay back and not cap. PvE wise being able to extend that Battle buddy with precision shots really helps with either damage or ad clear when low on ammo. These are the benefits without including stasis. It being able to proc Rewind again on stasis affected enemies is also a huge bonus. Polaris imo needs that little nudge to put it on par and I mean... there is no reason, even lore wise, why it shouldn’t work like NTTE

Understood. They do work similar in that they both keep ammo on critical shots. If I were to buff Polaris Lance it would be to change the perk to perfect forth. Only requiring 3 crits to activate the perk. The reason of 4 crits was because when it came out 150s needed 4 crits were required to kill a gaurdian. I'm afraid of buffing it because if it becomes to popular bungie is going to murder the scout into a worse state then currently. A cool idea would be to build in meganeura into it. This was a perk on the oxygen sr3 scout rifle. It needed 3 headshots to proc. So if you kill an enemy with 3 headshots, you get a pretty big explosion, along with perfect fourh being avaliable.
