If you could play normally before the internet changes then it could be an issue with your router/modem or ISP.

Yup, I looked the article, checked my packet loss (0%), cleaned steam download cache. I was able to play normally before and I know it's all about my connection. Not the speed or quality of it it's fine I got 10Mbps but don't know what should I ask for my internet provider to fix that. I also tried to change my DNS adress it did not change anything too.

Which speed was 10mbps? It sounds like you haven’t checked at all. Please provide test results for: Upload speed Download speed Latency
