I think I can explain what you, and others, have encountered. Back when Shadowkeep dropped, some bright spark decided that New Light players needed a proper quest for the bow as they’d never figure it out from just having the talisman. The reason your quest has not progressed is because you completed the original (pre-Shadowkeep) quest which never appeared in the quests tab. In most cases, players who encountered this had already presented the talisman before picking up the quest - even if they did not remember doing so.
