This is the correct place for support. Bungie does not have direct contact except for certain topics.
Bungie will respond to questions here Monday through Friday during their business hours.
Anyway, can you grab screenshots of each page in your Quests menu? The best place to post them is either imgur.com or twitter.com.

You are correct, it's not in your quests on that character. However it was abandoned, it appears that you can reclaim it from Tyra in the Farm. As for your other issue, there are two different versions of the Drang: one from the Menagerie (Drang: Baroque), which has randomized rolls; the other is the original year 1 version, which has static rolls. Looking at your collections, I see that you have the year 1 version unlocked so you should be able to pull it out.

Check around, and make sure you are checking each of vendor's pages. I've seen it reported that Tyra has the quest if it was abandoned, as well as Spider, Banshee-44 and Rahool (Cryptarch).

Is it possible to request the support team's assistance to restore the quest manually? I've checked Tyra's page, and there's nothing there (my previous link).

Bungie doesn't restore lost or dismantled items as a policy, so I doubt they are going to restore a lost quest. It has to be somewhere around the various vendors. Make sure you check each of their pages. Alternately, you could do the quest on a second character.
