Because it is nowhere near as simple as that! Would you like them to disable izonagis until you can get it? Or maybe skip the quest to auto complete so it disappears without you getting the required artifacts? I assume not... Also a [u][b]game breaking[/b][/u] problem like telesto that has a simple fix of disabling the weapon which is affecting [u][b]100%[/b][/u] of players who enter crucible (something that some players only do) is of a higher priority than a more complicated fix for older content that only affects a small number of players when there is also a significant other number of activities they can take part in for the time being! It will take them a while to find the bug let alone work out a fix for it! Don’t knock them for not caring about PvE content when that is over 3/4 of the game content in reality...
