Agreed. I hold out hope with every update that comes to the game, to no avail. Now I'm hoping there's a revamp coming in Shadowkeep - but I also am expecting to be let down yet again. It's funny to think that the Stadia version might not even have this same problem? I guess we'll have to see. With Vicarious Visions being the striving force behind the creation of the PC version, and now with them going out of the picture - it could either mean that the PC version will likely not get very many changes, or that maybe with it going under Bungie's wings - we could. But if this doesn't come with Shadowkeep, I'm sort of expecting it to never happen at all then unfortunately.

Launch the game (I do it from a start menu / desktop shortcut) and before it actually starts up, set your browser (or anything else really) to focus. I typically set DIM or Braytech. That's it. Destiny will start up in the background and run uncapped (or whatever you set it to). It will remain this way as long as you never click on it and give it the focus. It looks like it sets the 30fps cap on losing focus, and if it never had focus it can't lose it, so that event never happens and it never caps to 30. I realize this is WAY late, but I came across your post while searching for a way to solve the same problem, and wanted to share in case it was helpful.

Honestly its annoying to have to do this workaround but its helped me almost 4 years later! lol thank you <3
