It is as intended. Iron Banner is treated as its own mode and has unique medals for it. If you want to change that You might get more traction with this (and be seen by the right devs) by editing the tags in the post to #FeedbackD2 tag under the Destiny2 primary tag instead of #help. Help is more for tech issues.
