Honestly, I'm ok with Whisper being back to how it was in D1. It still works just fine, you just need to be more cautious about how frequently you use it (i.e. boss dmg). Players just got spoiled rotten about having unlimited ammo for heavy damage. Using DARCI as an alternative to Whisper is a great thing to. Special does come up more frequently than heavy and with the catalyst theres hardly any recoil. Rate of fire is superior too. Plus it lets me slot a heavy LMG as a good backup.
I say keep it how it is and those that are unhappy, find a way to accept it because its not as bad as you think it is.

Still hits like an exotic. Also, is white nail on any other sniper in the game? I dont believe it is a random rolled perk at this point so technically if its the only one, then it is an exotic perk.

Im fine with the nerf it just does not belong in my god damn heavy slot. If it was in my special slot i could use something else in my heavy slot. Maybe u havent played d1 because that system was far superior and way more efficient. Snipers, fusions , sidearms and shotguns were all in the special slot nowhere else.

I did play D1 and I can see your reasoning on wanting it back in 2nd slot, but if they do that, then the dmg output needs to be brought down to the same level as other special snipers. The point of it being heavy is that its a HARD HITTING sniper. And while rally and luna defeats the purpose of white nail, it does still hit harder than most other sniper rifles in the game. So it's not completely useless, it just falls into a much more narrow niche weapon.

Black Hammer was good in y1 bc it was a faster Ice Breaker and black spindle was good bc it canceled the reload dps downtime. There where no rally barricades or lunafaction. It was basically the only Weapon which did not have to reload (aside NTTE and ToM). Now that we have Lunafactions there is no point in white nail. With many of the returning D1 weapons you see this pattern: They were made for a different game with different rules.
