Well, considering the changes to Eververse in September, I'd like to see Cores be rewarded every time we leveled up much like Motes of Light in D1. We will no longer level up for Bright Dust.
I mean, I don't understand how people struggle with cores in this game as it is unless they only play like 1 hour a week.
But I see that as a fair middle ground. Especially with the concept of New Light being brought into the fold.

Giving more is understandable, but it then inflates cores as an advanced currency, it isn't worth doing.

Considering how easy it is to obtain cores currently and the majority of the forum's apparent inability to obtain them, I doubt it'd be much of an issue. Assuming Bungie would maintain the current Well Rested XP system, I'd wager it would lead to maybe 10-15 cores a week. Also assuming its one core per instance of leveling. And that's generous considering that includes the 9 freebie well rested levels if the player uses 3 characters. I'm a moderate player myself, and even I'm hard pressed to accomplish all the freebies each week. I'm not trying to be mean, but that's my honest opinion. Knowledgeable players are already drowning in cores without the pinnacle weapon glitch/bug/exploit when it happened. So they couldn't care less what Bungie does. I'm nearing 200 myself as an example.

You gotta make people want them, and people are just getting to the point where they don't want them anymore period. This has gone on for too long.
