WARNING! THIS IS MY OPINION AND PEOPLE ARE ENTITLED TO ONE SO DON'T SCREECH AND -blam!- ABOUT IT IF YOURS IS DIFFERENT! As someone who enjoys this scout rifle, it really doesn't hit that bar of a pinnacle weapon as much as others. Personally i think this weapons perks should be changed and updated. I propose that they merge Dragonfly and the special perk Meganeura to free up the other perk slot. The perks i believe should belong there are either Triple Tap (Hung Jury 2.0 pretty much), Rapid Hit or Zen Moment. All three of these perks compliment the weapon and would make people consider grinding for it. I just believe that it would elevate the weapon's appeal. At the moment, I would rather use my God-roll Distant Relation. Hopefully someone at Bungie sees this post and considers these changes.
