The licenses are not included as part of the cross-save, only your character data is. So, if you don't own anything on PC and you want to be able to play every possible thing, you'll want to buy the Destiny 2 Forsaken Complete Collection from Blizzard right now, and Shadowkeep preorder on Steam. When the Blizzard to Steam migration happens, all of your licenses will transfer from Blizzard to Steam. When it's time to deal with the cross-save, if you choose your Playstation characters for the Cross-save, then you'll be able to play your Playstation characters on every platform.
