Portals open when your team banks 25 and 50 total motes. If you are playing Prime, it will also open at 75. If you look at the mote progress bar while playing Gambit, you'll see that it is segmented. Those represent the portals. When the opposing team has their primeval out, you can invade every 30-40 seconds. The timer restarts immediately after your invader returns.
