Well if there was no recoil and bloom, like you said in your edit, hand cannons would be broken.
Most of the op/popular weapons are hand cannons.
Honestly, a Hand cannon is not suppose to win a 1v1 at long range verses a pulse or scout, but they do win a lot of the times proving that hand cannons are currently op in general.
It's clear that whoever is in charge of making how the guns work in this game, are clearly hand cannon fans lol.
They should show more love to non hand cannon types. A Outbreak Perfected will loose verses a Luna/Last word/Ace of Spades/ and even a good Service revolver which is a common legendary lol.

Bloom doesn't keep the gun's range in check. It keeps them from being spam fired. But unfortunately the recoil is bad enough on some of the hand cannons it takes too long for cone to reset. In situations where you got to quickly get 3 shots out you're increasing the chances of the bullets missing. And it's been tested that even paced shots still had missed shots. But even though you're not supposed to spam fire there are people that just do it and they get lucky. If I'm pacing my shots, like I'm supposed to, and I'm going against a guy that's tapping the fire button as fast as he can, who wins the duel, its not really fair. People have talked about this and why people hate. I can pace my shots and have one just miss yet the other guy gets lucky and all his spammed shots hit. That's another reason why it's an RNG fight than actual skill.

you’re exaggerating because handcannons take more than 3 shots to kill at long range. scouts like jade rabbit and mida dominate in range and only flinch from pulses hold them back.
