About half of the powerful gear I've gotten this week has been lower than my current gear. Powerful gear according to Bungie's own description is gear that is supposed to be guaranteed to raise your light level. Why then might I ask, do I consistently get powerful drops that are 5, 10 sometimes even 15 levels below my current item of the same type? Perfect example, I'm currently wearing my 623 Annaeled Shaper Boots I got from my weekly challenge from Ada-1. I just completed the gambit daily and guess what I got... a pair of 615 Ancient Apocalypse boots.
Seriously Bungie, instead of continually adding more stuff, how about you take a lesson from Ubisoft and take some time just to fix your broken game before the technical debt and bugs become unmanageable.

Yeah having same issue. Too many of my powerful drops were lower than the equipped piece because of aggregated power level. Doesn't feel like progressing

is based on your max light level

Powerful gear drops properly, it is based on your aggregate power level. So let's say you have a bunch of items ranging from 600-610, your aggregate power level would be somewhere around 605-7. You could have a 610 Auto Rifle and get another Auto Rifle to drop in at 609 and that would still be a powerful drop because it is HIGHER than your Aggregate Power Level. It does not guarantee a drop HIGHER than the item you are carrying. It guarantees it based upon your APL.
