This is a bug with the windows 1803 update. You have 2 options:
Roll back the windows update.
Or
Roll back your gpu drivers (if using nvidia, 391.24 has been confirmed by other users to work)

This ^^^ works. I rolled back GPU Drivers to an earlier one, the one he mentioned, and it works. Won't go Fullscreen, but it will go Windowed Borderless which is essentially the same thing.

Have you tried going into Destiny 2's video settings and changing it to fullscreen?

It doesn't work if you cannot get into Destiny in the first place, which is what the issue is. Even deleting the CVAR Files and restarting the game does not help. You need to either Roll back Display drivers or roll back to an Earlier windows Build.

If you bothered to read the entire thread, I already posted about rolling back the Windows update. Doing that gets Destiny to open. And if you don't want to rollback the version for whatever reason, you can go to settings and disable, then re-enable your integrated graphics. Doing so will resolve the black screen issue, but destiny will run in windowed mode. Which is the point in time that you would go into your Destiny settings and swap it to fullscreen. Obviously, you can't do it while it's a black screen. Thank you so very much for your input, and stating the obvious. You've been so very helpful with this matter.

The point was that if you rollback video drivers you don’t have to waste your time and do any of that bullshit. But since you know all, have fun wasting your time.

The point is, if you roll back the Windows version, you don't have to do any of that either. And you don't have to screw with your gpu drivers either. And in case I misread your earlier post, you were saying that you need to be able to get into Destiny to change any settings, which that problem was already "fixed". The problem I was helping them with was getting the game to run in full screen. So unless you have something helpful to add, why don't you just sit there and be quiet, because you've done nothing helpful at all.

And you e done nothing but be a complete douche, what’s your point. It’s way faster to rollback video drivers which will not impact performance at all, than it is to rollback windows versions. I do this for a living, some people just want the fastest fix, and that is to rollback GPU Drivers. Period.

Ohhh, I didn't realize I was talking to a professional. Please excuse my ignorance. Well, considering that you're an expert in the field, I'll assume you know about all of the drama going on with update 1803 and everything it affects, which is why rolling it back to a previous update is all in all the better solution. Especially considering that rolling back a gpu driver is not always the best answer, considering that just because it doesn't affect the performance of Destiny 2, doesn't mean that it definitely will not affect the performance of another game, or program, that rely on gpu drivers to be at the latest update in order to run properly. But, you already knew that, because you're the professional. I'm done talking to yet another toxic troll. Respond if you want, but I'm done playing your stupid game. Lol, I have never had an issue rolling back Drivers, I understand some people may, but I run several games and programs and none have been effected.
