Bungie does not discuss bans or restrictions. It could be related to the 11 teams out of 40 matches that had at least 1 member DNF 2 days ago. If any of the 44 guardians who were not able to complete their tickets reported you or your team and Bungie found any signs of shenanigans then they would hand out restrictions or bans. For the most part, teams do not just leave matches, it still counts as a loss, therefore they have a better chance of getting lucky by playing. If you are playing and notice 1 or more enemy team members leaving several times during a play session, you probably should get away from your fireteam as someone is doing something. Bungie has a 2 step process, first your team had to be reported (usually multiple times) then a Bungie staff member reviews the history. They can tell when a team leaves via holding the button vs being forced offline.
