Sadly, their "proactive" attempts were designed around making their jobs easier, not taking risks and implementing changes intent on game improvement overall. Either way you look at it, neither approach is at all noble in either intent or execution. Because, and I am not certain you know this, but: game development costs money. No one interested in buying a game = no money from publisher to develop = no game. I am being general because the specifics take too much space, and frankly, no one is going to read it. Why do people like simple? Because it's a more relaxing activity. The number of people who are extremely dissatisfied and posting hate messages on internet forums are significant, but it is still a minority of the population that Bungie markets itself to. D1 is gone, as far as what it had within it, and what D2 has within it. D1 will also never be played again like it once was. Just like no one plays Halo like they used to. Or Goldeneye. Or Mortal Kombat. Or Doney Kong. Games will always run their course. There, you made points...I had a rebuttal for all of them. Try again.
