Please ensure that you are Rank 10 with Lord Shaxx on the specific character you are looking to purchase the weapon from, as well that you have the required inventory space to purchase the weapon.
Your Titan is currently Rank 12, so that character will be able to purchase the item assuming that you have the requirements and open inventory space.
If you're still experiencing issues purchasing this weapon, could you please provide a screenshot of Lord Shaxx's menu?

The character I'm trying to get the gun for is on another XBL profile. I don't see how to tell what Rank I am for Shaxx for this profile or my other one. Where can I see that information?
