Why does it take so long to kill somebody with certain guns?

I like to run with the Veist weapons in PvE, and occasionally some of the SMG's. But the kill time for these weapons in PvP is just mind-blowing. It's not unlikely that it will take you 30-40 bullets with the Veist Valakadyn to bring someone down, and with a SMG it's pretty much the entire clip even at close distances. When the time to kill is this exaggerated everyone goes for the weapons that have most stability and damage at distance so that they get plenty of headshots. The Omolon weapons for instance are highly popular due to these favoured characteristics. I think that they really need to balance this properly and give the less stable mid- to close range guns a bit more viability. If you are outgunned by a Uriel's Gift at all possible ranges then there's something wrong with the system in place. And for the record, I'm not a big fan of long time to kills in general. I always find it frustrating to win duels with only 10% HP left and I strongly dislike to run behind targets for an eternity because they turn around corners every two seconds.
