*sigh*
Xur is not and iron Lord. And he hasn't shown up in the iron temple because he has the same spawn location on legacy consoles as he does on current gen, and therefore can not appear at a place that is inaccessible considering that legacy players can't access the iron temple either(or anything RoI related, for that matter).
