Hi,
Unfortunately, the Spektar variant Class Items are not properly counting towards the Exotic Faction Quests. Bungie is aware of this issue and is currently investigating it.

You can still purchase the standard Class Item directly from your Faction Vendor for 75 Legendary Marks.
This Class Item will work for the Quest.
