Sniper issues, addressing "Quick Scoping"

The aim assist and broken mechanics for sniper is what needs a nerf/rebalance, snipers are suppose to be long range not short range. So why is is such a odd idea to make the case for a nerf/rebalance for a weapon that wasn't intended to be close range? They do this with all other weapons when they breach their respected planned area of effectiveness for range. What I'm trying to say is that it shouldn't be possible, the idea of a sniper is to be long range not up close, so if you use it up close and it's effective, it needs to be nerfed to make it fit its idea, which is a long range weapon, because up close with skill it's over powered. What I want people to realize is it shouldn't happen in any game, and I bring it up now because it's become a problem where most pvp games I play are way to filled with quick scoopers On top of what I said, regardless of skill, it's still abusing the weapon class of sniper which is intended to be effective only in long range like how a shotgun is effective in short, so if people are able to abuse a weapon class and use it outside of of its intended area of use, should it be nerfed/rebalanced to only work in its respective area? For quick scooping and dragging, the problems are the same, it's unintended use of a sniper in close range, it shouldn't be viable ever in any circumstance regardless of skill, abusing a bug is cheating, and cheating is cheating. My idea for fixing snipers is to have snipers reduced dmg in close range, after 15%-25% of their full range would it deal it's full dmg and/or there can be a reduction in accuracy while moving and just after moving, like all other weapons. No reason you can't treat a sniper the same way (but reversed) you treat a shotty. And yes I know how to quick scope, part of the reason I even bring it up is because how easy it is to learn, not master but learn. And once learned its a game breaking tactic. I praise anyone who has come up with inventive ways to use existing tools for new purposes. But my question I bring up here is When is so much innovation considered "op" ? I say it is when people quick, it's when you use a weapon that is balanced for long range and find a way to use it to out class the balanced short range weapons. It's when you take innovation and instead of creating a new dynamic that fits you make a tactic that breaks an area of the game. Though I have this to say, no one should ever have to say hmmm my weapon isn't able to combat at this range and it's impossible to close/widen the gap. No matter what weapon you use you should always be able to find a way to close the gap for your short range weapon or widen the gap for your long range weapon. 100 200 300 400... 469 comments keep it up we might get Bungie's attention!
