I have the same issue going on with my main character. Happened around 265 and it has become a huge issue with trying to get resources. I'm curious of how many people have had this issue.

I believe I have figured this out, after looking at several other posts (unfortunately, I do not remember exactly where I saw it). I created a new Titan several months ago and was having this problem. I heard that using the gear from another character could cause green engrams to drop. After I eliminated all of the gear I collected from my main...the issue was gone. No more greens. Several weeks ago on my Titan (who was 325 light at the time) I started to get green engrams again. I realized I equiped a ghost from my main by mistake. A second time I corrected the mistake and now... NO MORE GREEN ENGRAMS. Try this and see. I recommended finding Legendary gear on your Alt. and infusing the higher light level gear from your main into the new gear on your Alt.
