Is this an actual question? I would expect them to do normal mode, in which you can get the shards and armor pieces required to hit level 32, which is what I did for my characters.
I've done a hard mode with two 31's, and that's the most I will take in a group. The group as a whole loses too much firepower because 31's have higher damage penalties put on them (which means that they also die faster). If it's a good player with experience using an alt, then I would be okay with that. However, if its a guy who has only done normal mode a few times that wants to leach for gear while he sits in the back, then I'm probably going to pass.

I didn't say that I need all 32's. In fact, I just said that I did a run through with two 31's. My point is that I'll take a skilled 31 along, not somebody who is looking to get carried because he didn't want to put in the time on normal mode to get his gear and materials. And that difference usually shows in the first few minutes of the raid because if you plan on staying alive as a 31, you either need to be on top of your game, or you are hanging back out of the action not helping the team.
