Here's the major problem in your logic.
PS exclusive strikes are just that: exclusive. They can accurately predict which servers are going to have those strikes, because they know which servers they are limited to.
With the DLC, though, the content has already been patched into the game prior to Tuesday, being refined as we played the base game. All the digital "expansion" does is unlock said content. This means that the new strike, raid, story missions, and everything are already on your disc now. You simply don't have access to them.
So you propose that Bungie create coding for the game that will individually check EVERY account across ALL platforms for this unlock purchase, and then give them content based on that? Do you have any idea how difficult that would be? It's not a simple matter of "You don't have this content, so we'll give you something else". You do have the content. Just can't play it because you haven't bought access to it. For Bungie to do something like this would waste an incredible amount of time and resources, which could be better spent trying to improve the game further as we get deeper into the game's lifespan.
Same thing will happen for PS users too, except they have TWO strikes going into rotation. Just because it's PS exclusive doesn't mean they don't have to pay for it first since it's part of the expansion. I understand your viewpoint. I even agree with it on some levels, but the way that DLC is implemented nowadays (which is far more user-friendly I might add) it just isn't possible without a ton of unrealistic time and energy spent on it.

If its so difficult, Then why does Dark Souls 2 have the exact method of finding out whether or not you've purchased the dlc? Or going further back, why does Cod World at War, a game made in 2008, a game made SIX YEARS AGO, have the exact method you described for checking if you have map packs or not? Its not nearly as tough as you say and it only shows how lazy or uninformed bungie is about their approach to addressing our concerns. I do not believe for a second that bungie was incompetent enough to think that being locked out of content we've been doing for 3 months was not going to piss people off. Whoever is making these decisions and giving go aheads to what should be obvious missteps needs to be taken out of their position power within the company because all they are doing is making one poor decision after another.

It would be pretty simple. -Start strike, check licenses. -if everyone has access start a DLC strike -If one person doesn't start a vanilla strike Or simply add an additional playlist for DLC only strikes. It is not rocket surgery.

Won't work. It discriminates against those who have paid for the new content to be able to play it in the Strike playlist rotation, should a DLC purchaser get paired with a non-DLC purchaser. This results in less of the new strike being played overall, and this is not good for those who want a chance to play the new strike the same as any other. As far as the Weekly and Nightfall goes, I suppose they could just give people a choice between the new strike and the older ones on weeks where the new strike is in rotation. But again, this is a problem for Bungie getting people interested in the new stuff. Why would anyone run the new strike in Nightfall or Weekly for rewards when they could do one of the easier strikes available for the same rewards? Remember that all the new vendor gear and exotics are available to everyone regardless of the DLC or not, so in this event people would get DLC-level rewards for doing an easier strike, and it would discourage play of the new strike. The bottom line is, Bungie wants people to buy the expansion. They need to provide incentives for people to do this, ESPECIALLY if they're just gonna gift gear and level increases with each new "expansion". Otherwise, what's to stop people from just playing the base game forever and still being able to do almost just as much as the people who are buying the expansion and actually supporting the game? That's not part of their business plan, and it's a touch naïve to think that they would let people do that. I dunno. From an ethical standpoint, it's neither here nor there for me, meaning it doesn't matter enough to sway my opinion about the game itself. From a business standpoint, they are honestly doing what they can to please both non-DLC users and DLC users without hurting their budget. I can't fault them for that. It's that simple. If you can fault them for it, then don't support their game by paying for it or playing it.

Bungie intended destiny to be a playstation exclusive game. Thats why playstation had ONE exclusive strike and TWO exclusive weapons. The strike was planned from the very beginning to be exclusive and was never even included in the weekly rotation for that very purpose. This new strike is available for ALL platforms. Therefore it was added to the weekly list as a "gift" for the people that bought the season pass/dlc. Those that didn't shouldnt get a reward. I get its slightly unfair to give other NO ALTERNATIVE. But itd be just as unfair to hold back the majority of people that DID get dlc. If you don't like the game leave the community.
