Bungie is buffing thorn and bad juju because they feel they are underwhelming, plus your comparing exotics, to just hand cannons overall. People bitched that hand cannons were under powered on the beta, so they buffed them. Unless a hand cannon is legendary or exotic, the range is shorter, and you have to be closer to do massive damage. They are called hand cannons after all. Like comparing a .44 magnum or a .460 S&W magnum, to a 5.56 AR. Medium range 5.56 wins, up close magnums make hamburger. Some if this stuff that comes up I think is just perception , and not actually how the weapons are handling. Exotics are just going to be a bit better in each category of weapons, and those 2 are getting a buff.
