If your main account is Xbox, and not Steam, you're screwed.
You can't unlink without verification of both accounts, so with an Xbox ban, you have lost everything.
There is no migration.

Yes, you will be able to play the characters on Steam through cross save as is, have your vault and inventory, and seasonal content. You will have to rebuy all DLC's for Steam though, and you will never be able to disable cross save form a banned account that you can no longer verify.

That's fine, I mainly play on Steam anyways - I was dumb and i had to pay to consequences naturally it is what it is. As long as i can play Cross save is all i need - Rebuying the DLC isn't an issue Thank You for your comment
