I'm not crazy about the perk pools either but Frenzy isnt the worst damage perk on snipers since it procs even when the weapon is stowed. Kill a bunch of red bars and swap to snipe a yellow with the damage buff. For me it's better in pve than killclip, multi-killclip, or rampage because you dont have to waste ammo on red bars. Firing line would be preferable, but frenzy isnt bad.
