You make a detailed analysis of something I've been saying since....well a while now, this ain't halo (the classic fps) you don't have just a bunch of items to "balance" things out, currently there are more than a 1000 items that go from gear to weapons (soon they'll add artifacts again), and in the top of that they add more perks to the mixture that goes from 2 to 8 in a single item, you do the math but my best guess is that those are a LOT of different combinations and there will always be some OP for a specific task (PvP or PvE or both) and the player base will eventually find them, trying to "fix" one by one while also releasing content will cause (as seen in previous patches) 1 fix and 3 broken, thats one of the things that have alienated so much this community and all that comes from the designers inexperience on such a complex kind of games. At this point I just try to enjoy the parts I like from the game while avoid all the parts I dislike because I know if they fix something they'll break many others in that attempt and the game will keep the current state.....a mess.

Youtubers and streamers have the blame for that, because they are the herders, every time something goes "OP" they hurry to scream it to the seven winds just to get audiences, many times this "OP" are simply efficient, but they get their properties modified because of such popularity, I remember back in D1 a rare pulse rifle was considered OP because some dudes starting using it in crucible after many legendaries and exotics got the nerf treatment, the rifle was a y1 version not touched ever by the crucible enthusiast until then and it didin't even get a nerf it just got forgotten when the taken king released
