No. Just because you’re not at the same level or higher than an activity in the first few weeks doesn’t mean you can’t or won’t be later, or that leveling has to be quicker.
This isn’t a race and being able to blow through every endgame activity with ease within the first few weeks is what was wrong with the game previously.
When you have a goal to get to, you have a reason to play. If you’re easily and quickly above every goal then the game would be very boring with nothing keeping you around.

Whether it took 5 minutes or 5 weeks, your time is artificially decided by the creators of the game, not you and not by some sort of imaginary "natural" time rule. If you think you are supposed to play [i]endgame [/i]content right away, then your idea of "at my pace" is severely lacking reasonable perspective.

How is that ignoring history in any way? Literally [i]all games[/i] with any kind of progression are artificially created progression. They can be ANYTHING the developer wants. No matter what version of Destiny you look at at any point in time you are looking at something artificially created.

In every version of Destiny except for the disliked to the point of near failure Vanilla D1 you have been rewarded for the time you dedicate to playing the game with rewards. Some were loot, some were XP gains to give you levels, but if you put in the time you could reach play as much content as you wanted to invest the time in. That ended with Forsaken by tying player progression to RNG and time gated milestones and specific play patterns in specific game modes backed by a punishing economy. In short they narrowed player choice, throttled player progression, and artificially (RNG and time gating) made it so you have to pour time into the game to make any progress instead of dedicate the time you want to and still see reasonable progress. Bring on the deniers to tell me how the game is perfect.
