You're wrong if you think the handcannon with a shotgun would lose to the sniper with a handcannon. The shotgunner can always use cover and slide past sniper lanes. At some point though, the sniper will have to push closer with their handcannon to be able to get a reliable kill. This puts them at risk of having a shotgunner kill them.
