True but for all we kno the code for the rest of earth or mars could already be in the game. For instance they have a lvl for mercury but u cant go to mercury and supposedly back when destiny was first annonced they planed to have each area for the planets bigger along with additional planets so they either took that out completely or just wanna release it as dlc which would be a huge problem all the dlcs so far have already been in game just not unlocked yet so techniqually nothing released is new to destiny its just new to us
Some of it may be in game already. As someone that has made games (small indie games, none of which are online) I know from experience that this is a good way to do it. It allows planning and purposeful expansion, I very commonly created 90% of the terrain and then went through and added in stuff to it later. It's common practice. Especially to keep download sizes down (or at least spread out). I'm surprised people are shocked to see that.
