For auto Rifles of that RoF, 9% is slight but would be effective, and would make auto rifles with aggressive ballistics very effective in the damage catagory

High ROF auto rifles already have some of the best time to kills ( the reason they don't accually kill the fastest is because of stability) so and much more damage could end up being to much and making them too good.

I just don't want them to have range problems to the degree that they would be beaten by shotguns and fusions( because they would be able to run up to you more easily that if you were using a longer range weapon).

While they do have the fastest kill times this is taking headshots into account which just simply is not what this kind of weapon was meant to do. Perhaps an exotic though =P Buffing the overall damage and nerfing the range on that weapon's archetype is definitely the way I see these weapons shining while retaining balance. Addressing what you were saying, I would also hope they could be on near equal terms of range with fusion rifles. Those are special weapons though so with that in mind I think we'd generally want fusions to still feel like a special weapon to.
