Everyone I know and their grandma that has played the raid at least once since release has the gear to get to 32. What you are saying is possible but is really rare IF you've at least played once a week since release. Regardless, people who are "almost" to 32 should just keep playing the normal raid until they get there, plain and simple. Stop trying to take shortcuts, anyone can be a 31 without ever stepping into a raid...
