31 damage isn't too much. I think Fatebringer will only become not 100% viable after House of Wolves.

Its not 31 dmg its 31 attack which is AR (Attack rating). Just like any mmo style game the higher the AR the more often it will hit higher lvl targets. Just so happens that in destiny a lvl 1 gun can dmg lvl 30 enemies just not as much.
