They specifically mentioned 2 perks in the update to shotgun that can no longer be combined. My guess is ppl were exploiting said combonation and giving shotguns unintended killing range.

Right. They also applied a blanket nerf on top of making those 2 aforementioned range/dispersal perks mutually exclusive. So while I understand why the two combined perks might have been game breaking (although for PvE who cares?), the additional fall-off nerf was completely unnecessary in the PvE realm.
