This isn't surprising. Steam is not restricted to "super hardcore PC gamers." Obviously, folks who take hardcore PC gaming seriously are likely to have a better setup than the next console gen (which was also the case for the last 2 generations as well), while people who use Steam frequently but either don't care or can't afford to upgrade their rigs will simply be satisfied using a PC that is good but not great (which was ALSO the case for the last 2 console generations). If you're not into AAA shooters and RPGs (as most gamers are not), you don't need a monster PC. Minecraft and The Sims don't require a terribly complicated setup.
While it's interesting to have the survey that confirms it, this is not anything earth-shattering.

I can tell you, most PC gamers, are hardcore gamers. Playing COD and BF doesn't make you hardcore :P That's the casual crowd stuff. Just typical shooters. Lots of big PC gamers use Steam, and a lot of PC games require very good hardware.
You don't need a super computer. But most of my friends have pretty good PCs. Better than both consoles spec wise. Well, except cores. Most have quad cores.
