You can still buy them through Rahool, they just removed the rep restriction for the page to unlock. Edge of Fate Exotic Armor has to be obtained first from the Legendary campaign / Sieve before you can focus it at Rahool. As for everything else New armor unlocks: Rahool -> Focused Decoding -> 'Novel Decryption' (page 2) Existing armor rerolls: Rahool -> Focused Decroding -> 'Precision Decryption' (page 1)
