Rift is slower to cast than dodge because it is way more powerful so it needs a tradeoff of punishing bad usage of it.
In close range even a smaller movement is enough to disrupt someone’s shotgun aim since you are just closer.
The whole idea of hunter strafe jump is to be agile while sacrificing skating but base strafe jump is pretty bad without stompies.
From point A to B hunter is most definitely not the fastest.
What you are talking about is more like hunters being agile and nimble with faster animations and ways to change direction which I think is in line with what Hunter should be
