Why would rockstar implement battle eye into GTA online recently if it doesn't work?
Because rockstar is in the same position as Bungie was. They had little to no anti cheat, and it was able to catch numerous cheaters using cheats that were using some pretty basic cheats. The problem is when people start using different cheating methods to avoid Battle Eye like external software or hardware cheats. The same thing happened in D2 when battle eye was implemented, it worked, but cheat makers adapted and battle eye stayed the same.

By your very own words it's caught many cheaters.
Where is there any indication battle eye can be used to detect hardware cheats or inputs?
So battle eye is some unique program that never gets updated?
I could read up on it but I'm pretty sure I would find that it does get updated like all other software.
Correct Battle Eye describes themselves as a Client-Side anti cheat on their website. What this means is that they look at your system's memory, processes and the different programs running on your computer. Although this does work at catching the more simple cheats like injection software for the game, it cannot see past what is essentially on your task manager.
They can only blacklist certain programs and ban a person if they see those programs running or if the computer is displaying abnormal ram usage values for the game.
So no, they can't look at hardware inputs.
The anti-cheat is simple, and they have done nothing to create a more sophisticated and effective anti cheat for their games.
Sure, they have updated the blacklist quite a few times and maybe tweaked some numbers, but that is simply not enough for the more complex types of cheats people use and are becoming more and more wide spread as time goes on.
Yes, they banned many people, but those people bought or made harder cheats to detect and bypass the level of security that BE currently provides with their service.
