When you say you swapped to Hunter, do you mean you played a focus activity with say a Titan first and then switched to a Hunter? If so then that could be your problem. You have to stick to the original class. When it resets, give it a little time and see which class is in the lead and then use that one and play only with that class during the focus activity. Also you must be wearing the guardian game class item. If your class wins, go to tower for about 20 seconds and then go to orbit and the engram should drop into your inventory. I did two in one day snd the last one the next day. It works

Played titan first few days, realized Hunters were the only ones winning swapped to hunter the last few days as 1200 medals was doing to be a ridiculousamount of grind. My buddy was only doing hunter wearing the class armor only got one package in 3 or 4 days.

I thought the 1200 was going to be quite the grind as well until I saw that having a Twitch stream going in the background for a couple hours gives a 300 point Diamond medal. That is supposed to happen each week of the games. That's 900 points towards it for spending a couple minutes doing a search for somebody on Twitch that has a Drops going for their stream.
