Yeah but if it is to be nerfed Bungie would have to find out if this whole Target lock is overpowered on all weapons and not just SMGs. Just remember a bungee said in the past so they can't Nerf stuff per archetype they can only Nerf perks. If I remember correctly a few years ago people wanted Bungie to nerf pulse rifles because of crucible and only Pulse rifles; bungee explained it they can't just Nerf one archetype they have to Nerf every weapon if one perk is to be nerfed they can't pick and choose

Think about the current new difficulty changes it's a great idea on paper to make players actually think before they make every decision in PVE, but it's completely unbalance when you're capped at 1815 and there's no modifiers that benefit your survivability; instead enemies have all the best modifiers which doesn't include all of their massive increase health damage and survivability! Why do you think in division 2 when they buffed up the difficulty Ubisoft made balance patches to balance the health damage between the players and the enemies! Or even the sunset system that's what Bungie does they make great ideas but they don't think it's through! That's what I told people a few months before lightfall on social media that that let's hope that Bungie doesn't screw up anything people responded very hostile towards me for saying something like that.. the truth is the truth no matter where you put it people need to understand that in the community not everything is sunshine and rainbows
