GMs and master raids both currently suffer from issues regarding barriers to entry, difficulty scaling with overlevelling, or some combination of the both.
GMs require you to be at a very high level before you can even play them. The level is attainable but requires a lot of grind and is ultimately completely meaningless and pointless except for just making a number go up so that you can launch the activity; the activity sets you at the same level regardless.
Master raids have no requirement but it is pretty unreasonable to do them more than 10 levels below the activity. That means powerful cap plus 20 levels, in any combination of pinnacles and artifact levels. Kind of a grind, again just makes a number go up. But they suffer another problem: OVER levelling, making the activity trivial. I can be a bounty goblin or set up an afk macro in the hellmouth and not only match my level with the level of the activity but SURPASS it, getting 5 or 10 levels above pretty easily with some people ive seen being past 1615 power and over level 800 on the artifact this season (for the record I DO NOT DO THIS, I am at +14 in the artifact from just playing, please dont ban me). The activity becomes way easier but you dont get better, your guns dont get better, your gear doesnt get better, your number just goes up from borderline exploiting the game, at the very least by not playing it as intended.
Imo, gms and master raids should both have the same system: by entering the activity you are set at a certain light, you can enter it at any light no matter if youre 100 above or below but it will always set you at a static 10 or 15 or however many levels below the activity. So lets say master raids are 1600, you can launch it at 1523 and you get set at lets say 1590. Or you launch it at 1618 level 800 on the battlepass with +38 on the artifact, still puts you at 1590.
These activities are not supposed to be a test of sheer time investment. They are supposed to be a test of individual skill, team coordination, loadout optimization, overall just giving the best you've got to the hardest content for the best rewards. Right now they are basically just "whoever make number go up can play".
Not only would this fix these problems, but the new system would open up new opportunities for replayability in this content. Just think "Master kings fall with all blue gear" "I got conqueror this season using only blue gear" etc etc.

Thats true, I skipped master content last season but last time I did it was when VoG was new but that was when protective light was at full strength so I was doing it 20 under just fine. In the current meta I wouldnt do master stuff below 1590 and some people on LFG ask for 1595 even 1600
