You have a solid idea but the main problem still exists ..
Bungie and the sweats tried to sell the wider Destiny community the big lie on CBMM being the better option because the connections would be better but as we all have come to see the connections today are still atrocious..
They only wanted CBMM implemented to remove SBMM originally just so sweats and streamers could use crucible as a stomping ground against weaker players..
Dedicated servers or better connections to Bungie is required but so is SBMM to stop sweats stat padding or purposely stomping and artificially inflating their KD ..

Anything to improve connections would be welcome. Unfortunately, Bungie has ruled out dedicated servers and I can’t see them changing their minds this late on in D2. I think a problem area they could possibly look at is crossplay. As to your other points, as far I’m concerned, everyone who plays the game is welcome to ask for more of the things they enjoy. Whether they’re a casual player, dedicated player, sweat, streamer or whatever. It’s Bungie who makes the game and they have the resources to sort through all of the feedback, weigh up the different opinions and choose a path forward. Some players love stomping - of course they do. It’s all part of the power fantasy. It’s up to Bungie to provide a space for that and another space for players who want to play in a more relaxed way.

My dear friend. Sweats have never liked cbmm as it regularly puts them on a team with several subpar players. That's the whole outlier problem that has been known for ages. However, sbmm will eventually smoke them out of the game not because they can't pub stomp anyone but because it will take them ages to find a lobby. We've all seen that before.
