While it's implied, there has been nothing to [i]definitively[/i] say otherwise. Saladin's reason for not having kids was rather vague, so it could be up to interpretation. For Zavala, you could argue that him & Safiyah may not have had enough resources to have a second child; it may be possible that they were simply content with one child too. I can't remember if there are any other Guardians in lore that discuss the desire to have children.
Personally, I believe that it should be possible, but reproduction may or may not be suppressed (either byvthe Light itself or our ghosts) similarly to how they can suppress other biological needs (such as age & hunger). All of our other bodily functions seem to operate normally, so it would be strange if only our crotches were simply non-functional.
It also begs the question as to if a Lighless Guardian could reproduce since they're severed from the Light.

Well, Cayde.. he was human once and owed a great debt, ghost found him dead , then he was turned into an Exo.. the only thing he had when he woke was a really torn up journal... that basically hints that he had a wife and kid before he became hunter vanguard (due to a lost bet)... his signature gun Ace of Spades.. is tribute to his son Ace. However he denies it and says its all a lie.
