The block feature, blocks communications from that player. It does not impact match making at all. If messages are offensive or violate code of conduct, you are encouraged to report the messages. You can also report any in game transgressions that break the code of conduct.

They should but the best way to avoid queuing with players again is to not immediately requeue. If they are on a particular platform go report their account for harassment or hate. Bungie can only do so much as they don’t manage the platforms that these players may exist on.
