you’re forgetting one important thing mate.. its savathun the queen of lies and trickery.
also this in my opinion could be interpreted that he may not be what everyone calls “the darkness”. because the darkness isnt one entity. its all entities of dark magic/nature. i believe he just commands it as you can see in the ending cutscene. he opens the window revealing ALL the ziggurats because he commands the black fleet.
