Why is it a surprise when at least one in every 3 players was cheating in trials at one point of this games history?
Keep in mind bungie never had hardware bans or anti-cheat at one point in time, now they do. While you can use things like a VPN it reduces accessibility to circumvent the system which is security 101. Your never going to stop malicious actors as its a hydra, but putting up a gate and a sign will reduce numbers of offenders. Second look how long it took them to say "win trading and recoveries are no longer allowed". Now the next big topic is xim and cronos which is a clear ToS violation but because its not clearly stated some ppl still defend it.

Problem with Xim and Cronus, being a hardware cheating device, Bungie really wont be able to catch them. Its on Sony and Microsoft's side to do a system update that detects cheaters and out right brick thier systems and perma ban thier accounts. Hopefully soon by either the end if this year or next year.
Sure they could… if somebody’s using MnK via one of these devices, they can only strafe in 8 directions (using W, A, S, D). So, look for “controller” players doing that.
