Here in Germany, for private persons it is only allowed to use Fireworks of the F2 Class on December 31st and January 1st. Any other day, it is forbidden by law to light Fireworks.
F2 Class is the Class that any private person aged 18 or above can buy and use - your regular fireworks.
There's also F1, small works for people aged 12 and above.
F3 can only be used by people with a special license.
F4 can only be used by specifically instructed Pyrotechnicians.
If you want to use Fireworks outside the days mentioned above, you need special allowance from the City. The only other days where you see Fireworks are either some special event, or on German Unity Day in Berlin.
We have laws that are similar, but rarely ever enforced. At least out in more suburban and rural areas. I live in an addition with a couple families with too much loose cash and too many unsupervised kids that are lighting stuff off the past 2 weeks already. Stuff no kid should be lighting.
