No he’s not. Pulse Rifles are absolutely spot on. They can play at any range. Scouts are fine, the maps are the bigger part of the problem. 150 Scouts three tap to the head at ANY range - there isn’t a HC in the game that can do that. There isn’t a primary weapon in the game that can shoot a quickly and accurately at range as a Scout Rifle. The problem is bad players trying to use a SR will find themselves at midrange and get demolished because 120 HCs own that territory, and rightly so. When HCs could easily win at close range, people complained and now they’re doing the same thing with midrange. The OP is acting like he’s tried to use Guiding Sight at long range, plucked all his shots on someone’s head and they’ve outgunned him with a HC - that hasn’t happened, it can’t happen because 120rpm HCs can’t shoot quicker than 150 scouts and they have a much lower damage fall off. If he lost a gun fight with a scout rifle at long range, he’s bad. If he’s continuously found himself at midrange against HCs, he bad. I haven’t played for a couple of weeks really but when I did get on - I used Symmetry on Cauldron and absolutely demolished the other team with it, I’ve used the new raid SR and absolutely demolished with it. I’ve used Mida and absolutely demolished with it. My personal favourite is The Scholar and I’ve absolutely demolished with it - because I know the best range to be engaging with it. I don’t get tagged by a HC and midrange and start trying to outgun them, unless I can tell they’re never landing two clean headshots on me. Instead, I drop further back and try to turn the fight in my favour. That brings me to my biggest gripe with Scouts and the people who so desperately want to use them. They’re guns for spineless players. The people who want them want to be able to sit miles away from the thick of the action and just get picks on people. Rather than getting stuck in. It’s pathetic. You see players rage over snipers dominating lanes pretty easily - what happens when Scouts become the meta - it’ll be the same thing only the minuscule amount of skill it takes to land a headshot will be replaced by people head glitching a lane and just mowing people down with the easiest to use primary weapons in the game. Finally, you can’t have a diverse meta - it can’t exist. The word meta means popular, if everything is meta, then nothing is. As I said to the OP, I use everything. I use every single gun type in this game in PvP, I might not win every match, or own every match but I do it anyway. Metas are for sheep and children. I like using what I like using - nothing else. That applies to PvP and PvE. Edit: I also forgot to mention that 260 scouts can four tap at pretty much any range. How do they need a buff? And Auto Rifles had two seasons as the top gun and are still perfectly viable now. I have a Gnawing Hunger, The Summoner and the IB one (the one I use) are all still very easy to use and kill at decent range quite easily.

Bygones is my most used weapon in Crucible so... Symmetry is my most used weapon in PvE so... I use all weapons and I can use all weapons fairly equally. I don’t lean to one type more than any other. You’re just a bad player who thinks the game/something in the game is wrong because you can’t do something. This game is for kids and you’re bad at it 😂🥴
